What this covers
These are MOM's own stages for the S Pass, in MOM's order, from one page — MOM presents them as a sequence with numbered sub-steps inside each. The application itself is filed by the employer or an appointed employment agent, not by the pass holder, so the first three stages are not steps you can take yourself. It covers a first application only: renewal, cancellation, appeal and replacing a card are separate MOM pages and are not reproduced here.
