The Estonia Startup Visa aims to attract innovative entrepreneurs from around the world to create and run high-growth potential technology startups in Estonia. The application is reviewed by the Estonian Startup Committee. Upon approval, applicants first receive a temporary residence permit, which can later be converted into long-term residency. Applicants must pass a business plan evaluation demonstrating innovation, scalability, and international competitiveness. Once approved, they can live in Estonia and manage their company, benefiting from the EU member state's business environment.

3. Upon approval, receive a startup visa eligibility certificate, then apply for a D-type long-stay visa at an Estonian embassy or consulate abroad.
4. After entering Estonia, apply for a temporary residence permit at the local police authority within the specified time.
5. After obtaining the temporary residence permit, register the company and start operations.
6. Before the temporary residence permit expires, apply for renewal; after meeting conditions, apply for permanent residence.
