Skilled Worker Permit
The Skilled Worker Permit allows foreign professionals with specialized skills or higher education to work in Norway for a specific employer, filling roles that cannot be filled locally.
Overview
The Norwegian Skilled Worker Permit (Skilled Worker Permit) is a work residence pathway for foreign nationals with specialized skills or higher education backgrounds, aimed at filling specific job vacancies in the Norwegian labor market. The permit is typically tied to a specific employer and requires that the occupation is technical or requires professional qualifications, with salary and employment conditions not lower than Norwegian local standards. Applicants must first obtain a formal job offer from a Norwegian employer, who must demonstrate that the position cannot be filled from the Norwegian or EU/EEA labor market. The permit validity is usually linked to the employment contract duration, is renewable, and can lead to permanent residence after meeting residency requirements. This pathway has no annual quota but must comply with the immigration authorities' assessment of skill level, salary, and employer qualifications.
Requirements
- Have a full-time technical job offer from a Norwegian employer
- The occupation requires specific skills or education, typically a bachelor's degree or higher, or equivalent professional certification
- Salary and working conditions must meet Norwegian collective agreements or industry standards, not lower than local equivalent positions
- The employer must be registered with Norwegian authorities and have proven unsuccessful recruitment attempts within Norway and the EU/EEA
- Applicants must meet basic character requirements with no serious criminal record
- Provide a valid passport and possibly translated professional qualification certificates
Application steps
- Find an employer in Norway offering a technical position and obtain a formal job offer
- The employer submits a job vacancy and recruitment proof to the Norwegian Directorate of Immigration (UDI)
- The applicant completes the online application form (type: Skilled Worker Permit) and uploads required documents
- Pay the application fee (specific amount as per latest official rates)
- UDI reviews the application, may request additional information or an interview
- If approved, the applicant obtains a residence card at the embassy/consulate and enters Norway
- Upon arrival, register with the local police and collect the residence card
Tips
- Ensure the job offer's position description matches Norway's skilled occupation list and that salary meets industry standards
- Prepare educational credential assessment in advance (e.g., through NOKUT)
- Translate and notarize application documents into Norwegian or English
- Monitor UDI policy updates, especially additional requirements for specific occupations
- Apply directly through the UDI website to avoid intermediary fraud
