What documents do you need for a NZ Skilled Migrant Category visa?

The staging is the part that trips people up. The Skilled Migrant Category starts with an expression of interest; the document list only becomes relevant once you are invited to apply. Three of the groups carry a time limit INZ publishes, and all three are measured against the day you submit rather than being an expiry date on the document.
